Are controlled substances allowed to be left outside?

Since our drivers are not aware of the contents of the package, it is the merchants responsibility to make a note on the delivery if something cannot be left outside or if a signature is required. Keep in mind, if nobody answers the door and a signature is required or the package cannot be left outside, it will be returned to the merchant at a charge.
